●日米安保体制を見直すべき理由


Murphy :Finally, now that I have finished talking about lessons, let me just finish what I worried about, what I hope Japanese readers might take away from this book.

福原(通訳):最後に、日本人の読者に対してぜひとも強調したい点を申し上げます。

Murphy :I suppose the most controversial part of the book at least for Japanese readers is my suggestion that relying forever on the U.S. to provide for Japan security, may ultimately be dangerous.

福原(通訳):日本には一応、日米安保条約というものがあり、安全保障面でアメリカに頼っているわけですが、それを今後も堅持して本当に大丈夫なのかということを、日本人には考えてほしいと思います。

Murphy :The cost to the U.S. of maintaining a worldwide network of military installations and alliances, the cost of having the U.S. service the market of last resorts, the cost of having its currency serve as the world’s currency, today these are largely been hidden. But I think, they are becoming more obvious and I think this is the ultimate explanation for the increasing unpredictability of American politics that culminated in the election of Donald Trump, which confounded the entire American policy establishment as well as the American media and academic establishment.

福原(通訳):海外の米軍基地は、日本だけにあるわけでなく、世界各国にありますので、当然ながらコストは膨大です。アメリカの国防予算は55兆円ぐらいですから、日本の10倍です。ですから、米軍が世界各国に基地を維持するというコストが一つあります。もう一つのコストは、この講演の前半で申し上げました、USドルの価値を維持するためのコストというのも、実はすごいのです。世界の貿易の主要通貨は、やはり何と言ってもUSドルですから、このコストを本当にアメリカ一国で持ちこたえられるのか、という意識をアメリカ人もだんだん持ち始めています。結局、この二つの大きなコストをアメリカ単独で支えられるのか、維持できるのか、という不満や不安、懸念が積もり積もって、今回のアメリカ大統領選の結果につながったとも言えなくはないと、私は思っています。


●憲法改正と安保体制見直しの前にやるべきこと


Murphy :So this may suggest that I should be a supporter of the Prime Minister Abe’s attempt to rewrite the constitution so that Japan can have a more robust military and take up more of the burden of providing for its security. And I agree that this important, even critical, but to get there Japan needs to solve another problem first, and that problem has largely been hidden from the youth in the last 50 years, because of the U.S. alliance.

福原(通訳):その意味で私は、安倍晋三首相が究極的に目指している日本国憲法の改正に賛成です。日本が本格的に、アメリカに頼ることなく自国で完結する形で軍備を整備し、独立国として防衛力を整備する形に持っていくことには賛成であり、その観点から日本の憲法の改正を支持しています。

Murphy :This problem is what led to the tragedy of the 1930s and the essence of the problem is establishing control over bureaucracies, because the military - a military is bureaucracy and it is one that means the physical collusion is at its disposal, because they are powerful.

福原(通訳):ただし、日本には当然、第二次世界大戦における敗戦という教訓があるわけで、日本人の中にも、「そんなに簡単に憲法を改正し、本格的な軍備を持つことを、日本の過去から考えて本当に大丈夫なのか?」と懸念を持つ方がおられるのは十分理解します。軍は官僚組織であり、一度膨らんで肥大し始めるとなかなか止められません。そこが日本の誤った点でもあります。もし日本が本当に憲法を改正し、本格的な独立国としての軍備を持つとすると、一度拡張して肥大が始まったら止められない軍の官僚組織をいかに制御するかというのが、懸念として出てくるのです。そして、その懸念を日本はまだ解決できていないと思います。

Murphy :So let me explain why. Note that despite intense opposition, including a lot of advice from experts, economists and so forth, the Ministry of Finance has succeeded several times in raising the consumption tax.
